The new procedure is this: Instead of requiring a vote from each portmgr member in order to decide the outcome, there is a two week voting period from the time the vote is called. After the end of two weeks, portmgr members who have not cast their vote explicitly are considered to abstain. We hope that portmgr members will cast their votes within the two week period, and expect that most issues will be decided within this time (e.g. once a majority vote is obtained), but the timeout is necessary to ensure that votes are not blocked indefinitely waiting for a portmgr member who is out of email contact.
