Sounds like this is one of the places where the package-building dependencies are different than the building-to-use-on-this-system dependenices. If you're making the package, then you want to byte-compile the .elc file for Emacs users that want to use the package, but if you don't use Emacs then you have no use for a byte-compiled .elc file anyway.
