They are prepared to release snippets, but not the full cyclic API. So we have to go it alone for at least cyclic timers. Sigh. pcontrol.h wasn't actually one of their headers, but it was where I was going to put the kernel definitions that libproc would have used (and which might have been CDDL-ish). We have to go it alone with libproc too. Sigh.
