The FDP Primer suggests there should be full capitalization within
<title> tags:

However the example does not contain words such as "a", "an", "the",
"about", etc.

As the FreeBSD Handbook is occasionally printed for hard-copy
distribution, I am inclined to think the paradigm should accordingly,
for example, after an admittedly short search, the "Title Case",
mentioned here:
