mlock should have these permissions:

-rwx--s--x  1 root  mail  5920 Nov  7 03:50 /usr/local/libexec/mlock

mlock is part of the imap-uw port, so rebuilding that will also work.
It's recommended that you rebuild all your ports if upgrading from a
previous release.
