    qat.4: Cleanup
    
    + copyright symbols do not belong in Nd's (apropos results)
    + move hardware to HARDWARE for inclusion in the hw release notes
    + improve sysctls
    + lines which say nothing removed
    + links moved to see also
    + spacing and markup corrections
