The "right thing" isn't right for everyone, but that is why there are KNOBS and OPTIONS. Saying how much it sucks or how brain-dead it is isn't improving anything. The infastructure is already there to build without X11. If you don't want X11 support all you have to do is define WITHOUT_X11=yes and OPTIONS_UNSET=X11 in /etc/make.conf.
