Well, say I bring my laptop (with perfectly legal international versions of PGP, ssh, etc on it) with me to the US next time I'm there. It's legal to bring the machine into the country, but technically illegal to take it out again when I leave. Fortunately US immigration have never hassled me about it (even whilst wearing my RSA-perl T-shirt :) so I don't know how the law is applied to we evil foreigners. I'm well aware of the stupidity of these laws, I was just trying to explain the situation to someone who clearly hadn't encountered it before. Perhaps I should have put my last message inside tags? Anyway, this topic has been done to death in about a million other threads.
