GNATS is not broke.

steve[~]$ query-pr -O "Steve Friedrich" -x -q

I just tried the webpage too

and it appears to work as well.  It turned up three open PRs.
The two found above and 9066 (which was submitted this morning).

I will hazard to guess that you didn't quote(Steve Friedrich)
when you did the search.
