In testing, I have used 10.2, 10.3, 11-current and now 10.0.=20

10.0, does not exhibit this behavior. The hardware I am having trouble with=
 is
PreAHCI ich7. Configuration, setup, is identical provisioned with ansible.

I have tried loader.conf settings to no avail.
