You're not paying attention.  The resource manager has no such problem
-- sparse ranges like that are precisely what it was written for.

I suggested that, if Brian was unhappy with the overhead of the
resource manager, he should just keep a bitmap of available numbers.
He responded with this strawman.  I responded that his strawman was
not reasonable.
