my InitFunction looks like:
AddToFunc InitFunction "I" Module FvwmPager 0 3
+ "I" Exec xsetroot -solid steelblue
+ "I" Module FvwmButtons
the xterm starts from .xinitrc (which is a link to .xsessionrc and is
chmod to a+x because of xdm)

this is correct, you have a InitFunction which is done while first time
starting fvwm2 and RestartFunction which is done every restart ...
