UTSL.

Looking at /usr/mtree/BSD.var.dist:

    /set type=dir uname=root gname=wheel mode=0755
        log
        ..
        mail            gname=mail mode=0775

which has been this way since 1997/05/03 (rev 1.26.2.2).
