Download the compiled versions, as described in the foreword to the handbook, or use the Documentation Project Primer. The former (ftp://ftp.FreeBSD.org/pub/FreeBSD/doc/) is easier, the latter (http://www.freebsd.org/doc/en_US.ISO8859-1/books/fdp-primer) allows you to contribute to the documentation yourself.
