I do believe this does not conflict with what Alex wrote. I think he meant 'maintained in the ports/ tree' just as make.conf is 'maintained in the src/ tree', that is, there is a src/etc/make.conf file with evolving defaults. Yes, ports.conf should probably live in /etc or some such place, but I, too, think that it should be maintained in the ports tree, quite possibly in ports/Mk/.
