That's not what that error means. What it means is that while trying to process a backquote substitution, the shell _reached_ EOF, which obviously is not what you intended. This happens when you forget the closing backquote, quotation mark, etc. You actually should not have ANY backquotes in rc.conf[.local], so either you're doing something that you shouldn't be, or you accidentally typed a stray backquote when trying to type something else. Either way, if you find the stray ` in your file somewhere, you should be well on your way to fixing the problem. You can test this for yourself without rebooting by doing 'sh -x /etc/rc.conf'.
