I am working on this, but it will be RT2, which doesn't require (from
what I can tell) having to replace the base CGI.pm.  If it does it may
be limited for use on -CURRENT (which has Perl 5.6 in the base install
and so the newer version of CGI.pm that RT require[s|d].
