It means "I suppose the SYSV extensions are probably...", not that they have to be included before X can be run. Anyway, the SYSV stuff isn't mentioned in my 2.2.2 GENERIC but for 2.2-STABLE, one of the three (SYSVSHM) has been put in at the end of GENERIC, so KDE only complained to me about missing SYSVMSG (until I gave it what it wanted).
