This is new? 'pkg version' priorities changed between repository catalogue, ports index and generating the info out of the ports tree directly. Now if you have an INDEX file, pkg version will read that for preference, as it's only about a zillion times faster than what it used to do, which involves running make(1) in a bunch of ports.
