It seems (from my perusal of the man pages) that there is no provision to run lukemftpd in standalone mode, ie. without inetd, if that's what you mean. So, just edit /etc/inetd.conf and uncomment the lukemftpd line. Comment out any reference to the standard ftpd if they're enabled.
