You should be able to fit a minimal FreeBSD install in under 100 MB easily. Install only /bin, /sbin, /etc, /usr/{bin,sbin,lib,libexec}, then rip out stuff you don't need. You can probably get rid of 2 dozen files in /bin and /sbin and free up 5 MB; same for lib and libexec.
