Well.. I have had this problem before.. anytime there is no net change 
in a diff like:

-__RCSID("$Id: patch-conf.c,v 1.1 2004/05/31 22:56:57 pav Exp $");
+__RCSID("$Id: patch-conf.c,v 1.1 2004/05/31 22:56:57 pav Exp $");

the build fails..

I'm cvsup'ing my ports tree from a local mirror pulling from cvsup2.

I double checked my problem directly cvsup'ing from cvsup3 and it's
still a problem..  on a 4.7 4.10 and a 5.2.1+ box
