Issue it as one line:

#make -DOPENSSH_OVERWRITE_BASE all install clean

Use the -DFORCE_PKG_REGISTER option:

#make -DOPENSSH_OVERWRITE_BASE -DFORCE_PKG_REGISTER all install clean
