The keyboard driver is not configured correctly.  Make sure you have 
the following lines.

# keyboard controller
device atkbdc0	at isa? port IO_KBD
# AT keyboard
device atkbd0	at atkbdc? irq 1
# PS/2 mouse
device psm0	at atkbdc? irq 12

I suspect you config file contains "at isa?" for atkbd0 and psm0, 
rather than "at atkbdc?".
