This isn't the correct syntax; the colon specification specifies the
remote and local IP addresses, not the DNS (which should be coded into
/etc/resolv.conf).  You've been trying to get the remote, which is not the
secondary DNS, to give you the primary DNS's IP address, which it won't
do. 

Also check the system log (/var/log/messages) for pppd errors in the
future.
