This changes, but does not completely resolve things.

Locally built libpfctl 0.12 on FreeBSD 14.1-p1 errors with:

> Error Reading Rule (DIOCGETRULE): Device busy

When I push 5 or 6 in pftop. (But doesn=E2=80=99t crash out.)

This particular test is on a custom kernel; I can try GENERIC this weekend.
