The organization should match the ftp site, with the root as the release directory. You can use ISO9660 for the install files only. . You do not need to download the packages. They barely fit on 3 CDs as it is! :-) Besides, Windows will happily trash the names, and no Windows burner supports RockRidge extensions anyway.
