For me the panic occurs at boot time during kernel probing and device
enumeration. It's possible that the panic happens right at the hand-off to
init, but there's no indication that /etc/rc ever gets started. I think the
ARP/Neighbor tables are still empty at that point.

The host has both IPv4 and IPv6 enabled, but there are no RAs on its networ=
k,
so it only has a link-local address.
