I have the same problem and I have sendmail disabled in such machine.

I found this:
biff            512/udp    comsat       #used by mail system to notify users
#                                       of new mail received; currently
#                                       receives messages only from
#                                       processes on the same machine

Does anyone now how to disable new mail notify?
