Use this:
finger  stream  tcp     nowait  nobody /bin/cat /etc/finger.msg

That last portion of inetd.conf is just what executable to run.. it
has nothing to do with what port or service to run as. That is determined
by the first field "finger" is an alias for 79. 79, of course, is the
standard port for the finger service.

Make sure that nobody has read perms on /etc/finger.msg too.
