As pointed out by Julian the authoratative answer to this should be
found in the beggining of each and every file on a file by file basis.

There are some files that are not quite correct in what they state though,
and may fall under the GPL :-(.

Makefile's are not copyrightable as they describe a procedure to do something,
not an expression of an idea.
