MOTD comes AFTER login  &  ISSUE comes BEFORE login.

im= in /etc/gettytab was the correct one to change the ISSUE.

BYE THE WAY if you want to change MOTD ( /etc/motd ) you must also
comment-out the motd section in /etc/rc.local. Otherwise it will overwrite
MOTD everytime you boot your system.
