My explanation wasn't very good, I'll try to rephrase :)

What I was asking for was to be able to build compat9x package on a 9.x box.

Imagine I'm running tinderbox or poudriere to build 9.x packages for my 10.=
0-CURRENT
system. Lots of devs are doing that.

I'll create a 9.X jail on tinderbox or poudriere to build my packages, and I
will need to be able to build 9.x packages

My building system will have an OSVERSION somewhere between 900000 and 1000=
000
With your change I'm still not able to do it :(

What I was asking for was:
