People seem to have some very funny ideas about what contrib/ is about, 
and what it means.

It's just a place where we put stuff that is primarily maintained outside 
of our tree.  That's all; everything else is just a consequence of the 
tools we use to maintain this code, and applies no matter where the code 
is in the tree.
