in -stable though... i had only 6 people downloading this code for
-current.

i'll leave the decision to -core. This code rearranges some small
segments in ip_input() and ip_output(), and the bridging code also
touches a few things in device drivers.  We have rules after all,
and 3.0 is less targeted to ISPs and network providers than -stable,
i think.
