I mean, they will first think "Hey, there are two lists. One for questions and one for more-specific-questions. Well, I'll post to both." And if when you subscribe to freebsd-questions@freebsd.org, you where also subscribing to freebsd-tips-and-tricks-applications-whatever-you-call-it@freebsd.org? Like that, it's like before but you can setup filters. I think it would keep the user base on both, do less cross posting, and let people class the kind of question. Currently, there is no way to class what type of question is asked. You could even do many list in one, let people class the type of question (i.e., ppp question? mail to freebsd-ppp-questions@freebsd.org, Apache problems? mail to freebsd-applications-questions@freebsd.org, etc...)
