2.1.7.1 is quite old, the most recent version is 2.2.6.  See
http://www.freebsd.org/ for info; the recommended filelist is in the FAQ.
No, it doesn't have to be loaded from floppies; you can load the
distribution files from a FAT filesystem or even over FTP through PPP or a
local network if you need to.
