It's fairly hard for it not to; even the nasty old Ziatech CPCI SBC that 
Jerry Hicks lent me has a PCI BIOS.

The real question is simply whether you can make enough sense out of the 
interrupt routing information to do what you want to do; nothing else 
scares me as much as that does. 8/
