Brian, there is not best solution because the problem you describe
was fixed a month ago.

The lpr* commands are not installed by cups-base. Building kde will not
install those commands. kde has no dependency on cups-lpr.

However, I just found a bug in the samba Makefiles where they do install
the whole cups port. I'll PR it right away.

Do you by any chance have samba installed? If so, *that's* your problem.
