This should be resolved in 2019.2.2_1. SVN head as of four days ago has the=
 fix
to remove the "PyYAML<5.1" requirement.

I can confirm that master/minion will start and communicate with PyYAML 5.1=
 on
Salt 2019.2.2.

Once the packaging catches up please confirm and close this ticket.
