After a fresh ins= tall or updated to 11.0-RELEASE letting 'periodic weekly' or running on makewhat= is on the problematic directories (/usr/share/man and /usr/share/openssl/man) = and running 'freebsd-update fetch' freebsd-update attempt to update the mandoc.= db files.
