Reverts this commit.  This was mechanical via patch -R with the
following exceptions:

These were not reverted as they really really are EOL and broken even
without the changes.
  devel/Makefile
  devel/p5-B-Size
  devel/p5-Devel-Arena

dns/p5-Net-DNS was reverted by dougb@
mail/p5-Mail-Spamassassin was reverted by scheidell@
  I have however removed the conditional IGNORE for perl < 5.12 b/c this
  is better handled as a DEPRECATION in lang/perl* appropriately.

The following were modded since the change and failed to patch so I
manually reverted them:
  devel/p5-Config-Model/Makefile.rej
  archivers/p5-Archive-Tar/pkg-plist.rej

=3D=3D=3D=3D> I will commit this after I have explicit approval from a po=
rtmgr@.

I've tested a make index successfully with the patch in place.

I will set DEPRECATION notices in lang/perl5.8 and lang/perl5.10 after
the 8.3 freeze+slush are lifted with a 3 month EOL.
