Manipulating the bits is relatively straightforward. Doing so in a meaningful way, and being able to cover all the edge cases, that's quite hard (as I've just re-learned). If you browse through the archives of -ports for the last few days, you'll get an idea of some of the problems. Every few months, the topic comes up, and discussion is just tapering off from the last round. Not to say you shouldn't work on this problem...just saying that it's not quite as straightforward as most people (myself included) think when they first tackle it.
