It looks like your isppp0 is not configured for authentication.
At least if_spppsubr.c thinks so.
Do you still have the /sys/net/if_spppsubr.c version from i4b,
or is it overwritten by altq?

To verify that authentication is configured, use
	spppcontrol isppp0
it should output 
	myauthproto=pap myauthname=xxxxx
