openblas may be built so that it includes cblas_ functions
traditionally available from a separate
libcblas.
E.g. that's what some Linux distros, e.g. Debian do:

$ nm -D /usr/lib/x86_64-linux-gnu/libopenblas.so | grep cblas_ddot
000000000010d040 T cblas_ddot
