Without commenting on the merits of the underlying proposal: re@ can
definitely do this (we already have a bunch of "change this when we
create a stable branch" settings) although since stable/15 will be my
first time creating a stable branch I might need people to remind me
about some changes (I don't think we have a comprehensive list anywhere).
