Yes, you do.  Setting this up with net/cvsup-mirror is very simple,
though.

Another port you may find interesting is devel/cvsweb.

I think your central misconception is that people will necessarily
cvsup from a local repository.  You can do that, and depending on
the circumstances it may be advantageous, but the primary idea
behind a local repo is that you can access it with cvs, rather than
cvsup.
