Seeing as you can get cheap but half-decent NICs for under $10, why is this a big issue? Stick a NIC in both systems, connect them with a crossover cable, and enable ICS on the Win98/Me box. Total cost? $25 and an afternoon's worth of testing and reconfiguration.
