This is correct and I agree that it is somewhat misleading.  However, if you
continue reading a few more lines, it states "Please be sure to read the
charters before subscribing or sending mail to any FreeBSD mailing list for
an explanation of which topics are relevant for a given list and what types
of postings are and are not allowed."

From what I've seen on the message boards, Greg Lehey is working on a 4th
edition of the book.  Maybe this section could be rewritten to be a little
clearer?
