Has the system crashed? fsck creates them only when it needs them, in the root directory of each file system which needs it. If you have your home directory in /home, as you should, and you're looking for a file called, say, startx.log, and it's not where it should be after the crash, you should look for it in /home/lost+found, where it will have a name like #432425.
